A seasoned diplomat with the rank of Career Minister, Sarah-Ann recently concluded a distinguished career in the U.S Foreign Service. Her final posting was as the Civilian Deputy to the Commander and Senior Foreign Policy Advisor at U.S. Southern Command (SOUTHCOM) in Miami, Florida where she offered strategic counsel on geo-political, political-military, and economic matters to the Command’s leadership. As U.S. Ambassador to Guyana, Sarah-Ann played a pivotal role in navigating a highly contested election to uphold democratic processes and spearheaded commercial advocacy efforts that resulted in a dramatic increase in U.S. investment in Guyana. During her tenure in Guyana, she served concurrently as the Secretary of State’s Representative to the Caribbean Community (CARICOM), cementing relationships with leaders across the fifteen member states. During her government career, Sarah-Ann also served in South Asia, the Middle East and South America. Her academic foundation includes degrees from Mount Holyoke College, The Fletcher School of Law and Diplomacy at Tufts University, and the National War College.
Ramesh Dookhoo is a senior business executive and governance leadr with decades of experience shaping Guyana’s private sector and national development agenda. He currently serves as Head of Business Development at Banks DIH Ltd., and sits on the Natural Resource Fund Board, Guyana Water Inc., and the Caribbean COurt of Justice Trust Fund. A former Chairman of the Private Sector Commission, and Cheddi Jagan International Airport, he has also led the Guyana Manufacturers Association and the Caribean Association of Industry and COmmerce. His work reflects a deep commitment to trasparent economic stewardship and cross-sector debelpment, bringing GEM both grounded local credibility and regional policy influence.
Dr. Mark Kirton is a distinguished Caribbean scholar and former senior academic at the University of Guyana and the University of the West Indies, where he served as director (ag.) of the Institute of International relations. With a Ph.D. from the University of Texas at Austin, he has spent over four decades teaching and researching diplomacy, Latin American politics and regional integration. He is the quthor and editor of multiple volumes on Caribbean international relations and was awarded Guyana’s Golden Arrow of Achievement for his contributions to higher education and regional cooperation. Dr. Kirton provides GEM with geopolitical depth and a long-view perspective on Caribbean develpment strategy.
Peter Francis is a senior interntional energy executive with over 35 years of experience across the oil and gas sector. He has held leadership roles at ExxonMobil Royal Dutch Shell, and served as CEO of Oracle Energy and Non-Executive Chairman of ADM Energy-focusing on upstream development across Africa and other emerging markets. he currently serbes as Director of Afri-Asian Energy Corp, workingwith African national oil companies to finance and indigenize strategic energy assets. Mr. Francis grings deep expertise in cross-border energy transactions, government relations, and multilateral engagement, having served on boards including the U.S.-Kazakhstan Business Council, U.S._Angola Business Council, and Corporate Countil on Africa. He is a Fellow of the Chartered Insurance Institute (London) and a memeber of both the Energy Institute and the Royal Institute of International Affairs.
Joycelyn Williams is a seasoned internationl development specialist and management consultant with over two decades of experience advising governemnts, NGO’s, and internationlaagencies across the Caribbean. A graduate of University of Cambridge (MPhil), she has led strategic planning, results-based management, and organizational regorm initiatives for institutions including the IDB, CIDA, USAID, UNICEF, and the Canadian Judicial Reform Project. As Principal of Georgetown Development & Management Consultants and Founder of the JTW Institute of Management, she brings to GEM deep expertise in human capital development, economic inclustion, and institutional strengthening-anchoring th epublicaiton’s commitment to equitable growth and regional empowerment.
William O’Malley, CFA, MBA, is Chief Executive Officer and former Co-Chief Investment Officer of Income Research + Mangement (IR+M), a Boston-based fixed income asset manager overseeing over US $100 billion in institutional assets. He joind IR+M in 1994 following roles at Wellington management, and became the firm’s first CEO in 2020, helping steer its strategic growth while continuing to serve on the Executive and Investment Committees. He holds a BA from Amherst College and an MBA fromt he Wharton Shcool, and is member of ht Boston CFA Society. Mr. O’Malley bring to GEM dep insight into sovereign risk,ESG-aligneed infrasturcture finance, and investor dynamics in emerging frontier markets.
Kit Nascimento is a veteran communications strategist and former Cabinet Minister with over five decades of experience in media, public policy, and internaitonal advisory roles. He served as Minister of State under President Forbes Burnham and later advised successive governements on telecommunicaitons reform, national branding, and crisis communicaitons. As Manageing Director of Public Communicaitons Consultants Ltd., he has avised both public and pricate sector clients across the Caribbean, Africa, Asia, and Latin America. A recipient of Guyana’s Golden Arrow of Achievement, Kit has authored widely on media policy an deb elopment communicaiton , and bring sthe GEM a unique blend of political acuity, public messging expertise, and regional insight.
